PPHGA Overview

Philippine Paragliding and Hang Gliding Association, Inc. (PPHGA) is a non-stock, non-profit organization, incorporated as a sports association engaging in paragliding and hang gliding activities within the country and with Filipinos internationally.

PPHGA is the only affiliated entity through 3DASH Inc., the NAC (National Air Sport Control) to the Federation Aerosport International (FAI) and Commission International de Vol Libre (CIVL) for all sporting matters dealing with Paragliding and Hang Gliding matters in the Philippines, including local and international competitions.

PPHGA, as a private membership organization, has no governmentalauthority, does not own any flying sites, does not negotiate nor enter any permits for flying sites, does not control any flying sites or the flying activities that takes place within a certain flying site. However, local flying sites and local flying clubs should be sanctioned and approved by PPHGA in accordance to our safety regulations.

What does PPHGA do?

PPHGA‘s vision is to ensure the future and safety of free flight by promoting, standardizing and developing the sport of paragliding and hang gliding in the country.

PPHGA is the National Certifying Body that regulates the certification of all pilots and professionals to be at par with international proficiency and safety standards and that of the FAI.

PPHGA supports the development of new flying sites and the preservation of existing flying sites in accordance with local and international safety standards and procedures.

PPHGA promotes the development of qualified competition flying sites and professionals according to FAI standards to ensure an international level of competition in the Philippines.

PPHGA supports the learning and development of the Philippine athletes who will be qualified to represent our country in any local and international Games.

PPHGA, THE NAC and FAI

Fédération Aéronautique Internationale, FAI (The World Air Sports Federation), was founded in 1905. It is a non-governmental and non-profit making international organization with the basic aim of furthering aeronautical and astronautical activities worldwide, ratifying world and continental records and coordinating the organization of international competitions. The International Olympic Committee (IOC) recognizes it.

FAI activities include the establishment of rules for the control and certification of world aeronautical and astronautically records. FAI establishes regulations for air sporting events that are organized by member countries throughout the world. FAI also promotes skill, proficiency and safety in aeronautics. FAI confers medals, diplomas and other awards to those who have contributed to the achievement of these aims as well as for work done in the restoration of old aircraft.

THE NAC

The NAC (National Airsport Control) is the body that represents FAI for a specific country. Every country that is a member of FAI has one NAC.

3 DASH Inc., a privately incorporated company, is the PHI-NAC. They are the company that represents all air sports regulations in the Philippines for FAI. The NAC has the sole authority to choose and nominate delegates and alternate delegates for each air sport in the country.

Other responsibilities of the NAC include, but not limited to:

  • Issuing Sporting licenses for each air sport.
  • Reviewing, approving and recommending applications and bids from organizers for Cat 1 and Cat 2 sporting events
  • Issues IPPI Pilot Proficiency Cards through FAI-CIVL Delegate
  • Training and/or Nominating FAI technical personnel (ex. Judges, etc.)

The CIVL Delegate is the representative of the NAC to the paragliding and hang gliding commission of the FAI. The delegate is responsible for ensuring that FAI policies are carried out for sporting events and sporting records in their country based on the 7C Sporting code. He ensures that the pilots are correctly assessed and licensed to the Para pro standards.

The CIVL Delegate and Alternate Delegate are members of the Board of Trustees of PPHGA.

Vision Statement

PPHGA‘s vision is to ensure the future and safety of free flight by promoting, standardizing and developing the sport of paragliding and hang gliding in the country.

A. PROMOTION

  • Advocacy
    PPHGA will interact, proactively when possible and reactively when required, with agencies, organizations and individuals whose interests affect our sport.

    Externally, PPHGA will advance the positive awareness of paragliding and hang gliding among the non-flying public. Internally, the organization will cultivate a culture of open communication and transparency.

    PPHGA will promote a sense of community among members both locally and nationally and even within the international community of pilots. Internally, it will instill friendship, camaraderie, goodwill and respect among members. Externally, PPHGA will participate and/or involve in various socio-civic activities to give importance to socio-civic responsibility.

B. STANDARDIZING

  • License Regulations

PPHGA is the National Certifying and Licensing Body that regulates the certification of all pilots and professionals to be at par with international proficiency and safety standards and that of the FAI.

  • Flying Sites

PPHGA supports the development of new flying sites and the preservation of existing flying sites in accordance with local and international safety standards and procedures.

  • Safety

PPHGA and its club affiliates will steadily foster a culture of safety free flight.

C. DEVELOPMENT

  • EDUCATION

PPHGA will support learning, in part by checking and/or approving instructor modular manual. Authenticate certification base on international standards. PPHGA will participate in various competitions in order to achieve a sense of discipline, sportsmanship and self-confidence among members and other participants. PPHGA will undertake or participate in trainings, seminars, congress or lecture series regarding the paragliding and hang gliding (refer proficiency standard)

  • All courses should be done in the Philippines
  • All courses that is done in the Philippines must be primarily be certified thru PPHGA
  • TEAM PILOT DEVELOPMENT

PPHGA supports the learning and development of male and female team Philippine athletes who will be qualified to represent our country in any local and international Games.

  • SPORTING EVENTS

PPHGA promotes the development of qualified competition flying sites and professionals according to FAI standards to ensure an international level of competition in the Philippines
